CPU suggestions

I am building a system for my friend. He wants a decently fast system but doesnt need a gaming system, he is mainly looking for value. I am not sure what processor to use which i plan on overclocking. I am thinking about an XP1700 because I heard these overclock fairly well. Can you please post suggestions on a good value overclocking cpu/mobo/hsf. Also a good value video card if you'd like to make a suggestion for that as well. Thanks for your help.

But here's my personal opinion for cheap and efficient.

XP1700+ - B
Epox 8RDA+
ATI Radeon 9500 or nVidia GeForce Ti4200

Will perform great at a great price. Though if I were you, I would invest an extra $40 to a Barton 2500+ for longevity purposes. 1700+ is quite old now, but still a great chip.
