CPU stays at .80Ghz

MoBo M170a gaming m7
msi 970 gpu
ddr4 ram 32gb
power supply is a 850 g2

I notice that my cpu would go pass .80Ghz. most suggestions said to turn the "slow mode booting" switch off. i have it off and it still did not fix the problem. i have my BIOS up to date and all setting on BIOS are at default. this is the 1st time my computer does this and i dont ever mess with the OC settings.
 
Are you doing anything to stress the CPU when you see this speed? Because it sounds like a perfectly normal speed for an idle CPU.
 
Try disabling speedstep as a test. If that makes it run at full speed, I've only run into this with "laptops" (a.k.a. mobile workstations) when using a lower wattage brick. Can't say this applies to a desktop but perhaps try a different BIOS (older) or see if you may test it with a different PSU.
