CPU Spikes and Event log messages

Processor: Athlon XP 2600+ 2.2 Ghz
Mainboard: Shuttle AN35/Ultra v1.1
Memory: 2 X 512 PQI PC3200 Turbo Ram
Soundcard: Onboard / Cambridge Soundworks sub-
PSU: Antec TruPower 430w

I keep getting a message in my event log telling me my uninteruptable power supply is not configured correctly.
Its running in services and I have it set for minimal power management.
Im also getting a warning that says my boot-start or system-start driver(s) failed to load: SYMTDI

Ive been getting cpu usage spikes from 0% up to4% every 3 to 9 seconds.
Normally my cpu stays at a level 0% at idle.
Ive checked services running and everything is at 00 except for system idle which stays at 99.
My system has a slight overclock from 1.9 to 2.26 and I raised my V-core from 1.65 (auto) to 1.675 to keep it stable.
Everything seems to work fine Im just wondering if any of these things could be causing my cpu spikes?

 
Hmmm.....you are using Norton's Internet Security aren't you??

I'm guessing that's your problem right there.
