CPU speed slows down after computer "wakes up"

I am having a problem with my Athlon 3400+ build. The CPU is supposed to run at 2200 Mhz normally, but when I put the computer to "sleep" and wake it back up, the CPU is running at 800 Mhz. I have no idea why. I can fix the problem by rebooting, but I don't want to have to reboot everytime I put the computer to sleep for any amount of time. Any ideas as to why this is happening? I have an ASUS K8N-E Deluxe motherboard, but I AM NOT running "cool and quiet." Cool and quiet on my computer seems to do nothing but put the computer into permanent 800 Mhz mode. I have a feeling this has something to do with my problem, but like I said, I don't have cool and quiet activated.

My other specs: Athlon 3400+ Clawhammer, ASUS K8N-E motherboard OCZ Platinum memory (1 GB), BFG 6800GT, Raptor 74GB HDD (no raid).

What BIOS revision is your K8N-E Deluxe using? Is CnQ disabled in the BIOS?

and every computer i had, has had an issue wth going to sleep/waking up, so i stopped useing it
