cpu speed on laptop

I have a P8600 processor in my laptop and am running windows vista. Based on CPU-Z, I see that my processor speed goes from 1600 MHz to 2400 MHz. Does it go lower?
 
The reason it goes down to 1.6GHz is because you have a power saving feature enabled in the BIOS. So while the system is idle it will drop to 1.6Ghz and then when your using it it jumps back up to 2.4GHz. This is a pre set jump that the system achieves by dropping the CPU multiplier. You won't have any options in the BIOS to slow it down or speed it up.
