I have notebook Toshiba Tecra8100, PIII600, 128SDRAM. Under W2K SP4 CPU runs only at 250-300Mhz, I changed CPU speed("Dynamic CPU Frequency Mode" to "Always High") to max in BIOS, but it doesnt works.
Yep, speedstep acting up. Install the Intel or OEM speedstep software and get a utility like CPU-Z or CPUID to check the actual clock speed, not the Windows reported speed as it's notoriously bad at dealing with dynamic clocking.
I used dxdiag (DirectX) to check Mhz
Speed Step utility wasnt installed because on IBM notebook T20 PIII700, 128RAM, (same chipset BX) works speedstep without this utility.
OK, I install SpeedStep utility.
