CPU Running hot with stock HSF...

I've got an Athlon XP 2600+ in an MSI K7N2 Delta L mobo. Bought it used off someone on this board,

Anyhow they came attatched. The CPU is idling at 45C if I'm luckily and is jumping to about 55C with mighty AIM running, making no sense. The system temp according to BIOS and an MSI utility is hovering in the mid 30's to low 40's,

I have one fan at the front but I'm going to make it two soon, and there is one side panel fan and one fan at the back, all 80mm. (Antec, Aspire)

Could it be that either the stock CPU fan blows or that I probably need to apply thermal compound again or is a BIOS setting causing this?

Well first off the case temp is rather high as well....

I would make the side case fan an intake fan if it is not and add the second fan to the back or top as an exhaust fan. Leave just the one front intake fan...

I would probably remove the stck hsf and maybe try reapplying thermal paste and reinstallation.....

Stosk HSF should be fine for a 2600+...I had a 2500+ one with stock hsf and I was idling at about 38-39c with load temps in the high 40's to low 50's....

Funny...I did convert the side to become intake, but the temps actually went up...It has to be a HSF issue...thanks for the feedback.

Oh ya the CPU location is right where the side fan is so making it intake would send all the hot air back onto the CPU.

When I touch the heatsink while system is on I can leave my finger on there forever with no discomfort. ..but MBM5 says it's hot just like the BIOS and MSI utility.

Reset your HSF fan to your CPU. Clean off all the thermal compound and do a fresh install of it.

could be....Most of the amd fans I have seen have been actually "suck" type so they are pulling air into it and down through the fins of the hsf....If the side fan is exhausting it is pulling against the fan of the cpu...In those cases the intake gets an added boost of air (cooler outside air) in front of the cpu fan to use.....
