CPU problems

I've had my computer for over a year, and I tested everything when i got it and it worked fine, used CPU-Z and showed the correct 2.2ghz clocking. Now, however, it is showing a constant ~1051 mhz with occasional jumps to 1.8-2.2 ghz... i have an abit motherboard and it is set (using the OCGuru software that came with it) to 2244mhz with the "autodrive" turned off. why is it at 1ghz instead of 2.2?

i haven't changed any of my computer's settings for a long time, and I first noticed this problem when I loaded Alcohol 120% to burn a DVD and it showed the CPU speed at 1ghz. I don't know much (or anything) about overclocking, and I just left everything at stock settings, so I dont know why this is happening. I updated the OCGuru program from the Abit site (though i'm not even sure if it was an newer version).
