CPU/Platform recommendations for a new system

It will be used for web web browsing, 4K video viewing (via IGP), some VMWare virtual machines, programming (SQL,Hadoop,Spark...). There will be zero gaming.

I currently have
- 16GB of DDR3
- Asus asus z97i-plus (bought for $100, still can return).

I want to use this system for a while so I'm leaning toward an I7 CPU.
My question is should I go with Xeon E3 1246 v3, or I7-4790K, or the new Skylake 6700K.

The first question you need to ask yourself.

Are you going to be overclocking? If the answer is yes, scrap the Xeon. If the answer is no, scrap the K series processors.

I thing is I don't even know if I would need overclocking. Therefore, I don't currently have a plan for it. If I don't play games, would there be a need for overclocking? Even though I would like that option if needed.

Since you have a z97 with DDR3, you should scrap the skylake option. I would go with the i7-4790k

If the difference between E3 1246 v3 and I7-4790K is $50, would you still choose i7-4790k price/performance wise?
