Its a very wierd problem, it almost like a suttering problem. It is NOT FPS, and I cant really explain it. It almost feels like a short "warp" when im flying. I thought I had a Video problem before, but I dont think so anymore. While I was playing I minized too see what the CPU performance graph looked like. It looks like there are little rifts in the performance, and they seem to sync up with the "stuttering effect".

as you can see in my CPU usage those are the little rifts. The CPU usage goes to zero because i closed tribes. Could that be the problem? Cuz its not continuous. The suttering happens for a fraction of a second, then goes back to normal. Its not that noticeable but it really irritates me. Most people wont notice, but I am now self consious about it, and I seemt o notice it all the time.
