CPU overheating?

I have an Athlon 1.4GHz tbird with the stock fan. Lately, it has been overheating, and thankfully I have Motherboard Monitor shut it down. The fan speed has not slowed any, and the heatsink still seems seated correctly. Perhaps it's the heatsink fluid. Can I clean that off the CPU with some isopropanol?

I personally use whatever works... I use a damp soft rag and I just wipe the core off --> same with heatsink.

Yeah, try some thermal paste, and re-seat the heatsink.. the fan RPM is at least 4000-4500+ then it should be fine in that area, it's most likely the way it's seated, or the monitor is way off and not working right.
