CPU Overheated on AMD 1.4Ghz 266 Bus using an ASUS A7A266, Please help!

I recently have put a powerhouse computer together, but I'm having a real time keeping the cpu cool, as well as the motherboard. I know quite a bit about computers, but I'm new to the AMD family, I'm a former intel family member. The cpu gets up to 65c, just in the bios, and mobo gets up to 43c. My case is also open right now too. Please Help, here's my configuration currently:

8x/2x/20x Plextor SCSI Burner
300w power supply.
Microsoft Windows 2000 Professional (w/o Service Pack 2 atm)
