CPU or Motherboard?

I turned on machine this afternoon and got nothing but spinning fans.
I'm unsure if its the motherboard or CPU any thoughts?

I've tested the power supply with an Atom board I had laying around, posted just fine, tested the ram in the Atom board as well and no issues.

AMD 1090t
Gigabyte ma770-ud3 (DDR2)
4x OCZ Reaper DDR2 800
Corsair TX605W

I've disconnected everything but the motherboard, cpu, 1 stick of ram, and video card.

Any thoughts?
 
The only thing I can think of is to unplug the computer, take out the battery on the motherboard then look for the CLEAR cmos or crtc or whatever it's called close to the battery and taking the jumper off, placing in the other two pins from 2 to 4 seconds then replacing it where it was. That would put your mobo back to factory state (with old date, etc.).
 
Yep, tried that as well. 🙁

I ordered a new motherboard for trial sake. The CPU looks good, no bent pins or anything.
