CPU or Motherboard problems (I think)

This is my first time posting so if I do something wrong please show a little patience.

Right now I'm trying to fix my neighbor's computer. Basicly it would turn on but not output anything to the screen. I also checked the video card in my machine and it worked so I think there is something wrong with either the CPU or the motherboard. Since it was an old computer I advised him to buy an new CPU and Motherboard.

He bought a 1.3 GHz Duron CPU and a AsusTek A7N266-VM nForce 220 motherboard. This way he could upgrade his video card and sound card too. We also needed to replace his Ram so he bought 256MB Kingston PC2100.

After I installed the stuff, the same thing kept happening. Blank monitor; sounds of being on but not working (you know the little grinds the hard drive makes -- there were none). Then I tried my 1.2 GHz Athlon, and it booted up, but it was very unstable.

Because my good CPU in his motherboard worked (sort of), I suggested he buy a new CPU. So he got a 1.1 GHz Duron chip. But the same symptoms keep working.

Please help me, both my neighbor and I are getting frustrated with things not working as they should.
 
Also to add:

I tried it with a new hard drive and new power supply and it still didn't work. Is there any hope here or should I suggest a new system?

Check your multipliers in your bios, sounds like your set for some timing around 1ghz, this might explain why your 1.2 is kind of working and your 1.3 doesn't work at all. Besides you should be checking/altering this setting EVERY time you change a chip even if the board auto detects. Also check you watt output of your power supply, Athlon's and 4xAGP cards need tons of power, at least 300w make sure its not some old 175 Watt supply for a PI or K-6
 
try different combination setting of the FSB jumper. I had the same problem and I think if you use duron, you have to set your CPU jumper to 100MHZ and your DRAM jumper to 133 (for pc2100). The easiest way to do it is to focus on the CPU jumper only and get it to boot as it should have only two options (short pin1, 2 or pin 2, 3).
