Cpu Not Starting? Soyo Dragon + Mobo, help please

I thought this might belong here a little more, and that I might get some more replies as it may seem general enough. Please help guys. I do not have my system anymore, since this is keeping me out of it, and I dont know what I should do. Thank you so much!!!
