CPU not running at proper speed

I purchased a new mobo last night (IWILL K7S3) to house my new XP2600 (333 FSB). For some reason I can?t set the CPU any higher than the default setting of 100, which runs my CPU at 1.37 Ghz (I believe) and my PC 2100 at 200Mhz. If I try to run the CPU any faster the computer will shut down. I can?t even run it at 133 (XP 2000 speed) without the computer cutting off.

I called the mobo manufacturer and he suggested that it?s either my PS (a crappy 350W PS, but one that has run my XP2000 system faithfully for a year) or my PC 2100 that is to blame. So, what do your guys think? Is the PS the more likely culprit, or the ram... or both? Also, I assume that I NEED PC2700 to run my CPU at it?s proper bus speed as PC2100 only runs at 266 Mhz... am I correct in this
assumption?

I appreciate any help/advice anyone can give.

you can run memtest86 and it will let you know if the ram is producing any errors link

that will at least let you know if the ram is the problem
 
First: BIOS flash
Second: Look for a "SPEED ERROR HOLD" option in your BIOS settings. Its makes the computer freak out.
Third: Give the pc2100 extra voltage and then get some pc3200 for future upgradability.
Fourth: Go over every single jumper on the motherboard.
Finally: Cover with lighter fliud and light it up.....

BIOS flash is important - it can solve all kinds of things....and create new exciting probelms
