Any ideas for a compact liquid cooling system or a nonconductive fluid?

I want to completely submerge my mobo in liquid

If you're made of money, Fluorinert from 3M would fit the bill. Otherwise, I think people have had success with using mineral oil in passive immersion cooling solutions.

If you try it, you must let us know how it goes. I'm considering doing something like that over the summer, just for fun.

I really don't know how long mineral oil is good for, though I imagine it keeps for quite a while. If it needs to be changed, you could probably tell by the smell.:p
