CPU Multiplier question

My i5 has a default of 20x for a multiplier. If I were to lower it to 16x, to get an overclock for my ram and my cpu, is there any negative effects with overall system performance?

My 775 mobo, a Gigabyte P35-DS3R v1.0, doesn't like it when I reduce the multi on my E2140 CPU. I can run at 8x400 or 8x350, but 7x400 causes freezes and crashes. I don't know why.

Did you try 7x350? Maybe it just dislikes odd numbers.
 
To get my 4Ghz OC on my core i7 860, I lowered my multiplier from 21x to 20x, and run a 200Mhz bus speed at 2:8 ratio (DDR1600, what my memory is rated at). No ill effects, the only way I could make it stable in the end too.
