CPU idle temperature far too high

I have noticed that my CPU has been running at an extremely high temperature even when idling, which results in poor performance by it.The PC is also unbearably loud at times and I believe this might be one of the reasons why. I have checked all of the components and the CPU Cooler is attached properly and I applied a new thermal pad yesterday. Is there anything that I could do to fix these temperatures and improve performance? Kind Regards

Don't know much on AMD Ax CPU but few thing I would check .
First off the CPU usage in your pick is 100% with min 50% , that seems way high , whats running there .
I see voltage is down, so that is scaling but how are clocks , do they idle down .
You could also check power profile and make sure your on balanced mode .

Last check HS contact with CPU die, maybe paste dried up or HS not mounted right .
Check HS mounting with new paste applied .

IIRC, it's difficult to get accurate temps out of AMD APUs?

If the heatsink is on properly and the fan is running, and it's not throttling, it's probably okay.

Feel the heat sink. If it were really idling at such a high temp, the heatsink would be hot.
