you wont get much help unless you post system specs, i would update the bios and touch the HSF and see if its around ~70C.

Check you put the heatsink on the right way.
Check the fan is working.
Check that you have some thermal interface material between the CPU and heatsink (be it Arctic silver/wax pad which came with the HS or something else).
Turn off the PC and check these things ASAP. And check the BIOS temps.

something is malfunctioning

HS is clogged with dust
HS is incorrectly mounted or has no thermal material
HS fan is not running
the temp monitor is malfunctioning

open up the case and take a look

it was just Everest Home Edition being dumb, i went and checked my temp is bios and it said 27 under load.

well i had just installed 4 games, call of duty, SWG, SW JK2, NFSU2, and when it installed DX9 it told me to restart, so i figured my CPU cant cool down that fast while restarting, so i went into BIOS and it said that. But i do know if installing 4 games one right after another is LOAD.

If it's 27 in bios, that sounds a lot better than 71.
I doubt it would be 71 under any kind of load. But check the heatsink is on OK, and maybe reinstall the temp monitoring software.
