chances are that chip will be an illegal sale of an ES (Engineering Sample) Cpu.
A few things you should know about ES cpu's..
While they do work, they may be missing some things as they are designed to give 2nd tier vendors samples to product design for next gen intel cpu's.
ES cpu's are also all owned by Intel and LOAN'd to these vendors.
Under most cases Intel does not ask for them back, however there has been some occasions where they do.
If you go off and start posting screen shots of ES cpu's and someone bored at Intel Security happens to see, they will ask for the chip back, and start a whole chest of headaches from you.
So honestly, my 2 cents.... dont get ES chips.
Sure they maybe a lot cheaper, but they dont offer any warrenty, may not be fully unlocked, or may not be fully compatible as most of them unless its a pre launch retail sample, will be on a lesser grade stepping, which can mean, it will be more fragile to overclocking and heat.
