CPU heatsink fan direction?

Does the direction the cpu heatsink fan is mounted? Do you get better cooling blowing cool air onto the heatsink fins or sucking air away from the fins. Thanks.
 
The alpha Pal's are usually the only ones that benefit by "sucking". Most of the other heatsinks work better when they "blow" onto the fins of the heatsink.
