CPU heat simulator

Im sick of tearing apart my system to test out new configs with my heatsink. So im looking to build a cheap cpu heat simulator so it can be much easier to compare, between serveral heatsinks i have; with 60mm quiet fans campared to its stock fan, or two fans strap ontop side by side, or a quiet 80mm just placed over it with no adapter. Im looking to spend about 50 bucks, so far i have an AT power supply, 370 socket and a radioshack dual(modded) bulb-probe thermometer. I'll for sure share with you guys my results.
 
Peltier or POwer Resistors might work, but the main key is probably insulation... of both temp reading and of the whole unit.
