is this cpu, enough to play games like gta4 in good quality ??

No you will not play GTA4 specifically, because it was poorly optimized for PC game play.

This computer will however be fine for most other games out today.

Although I would still recommend upgrading the video card to ati 7850 ^_^

That CPU is more than enough to play GTA IV, however the video card is a little under powered but has enough VRAM to handle the game.

The Geforce 520 will be the bottleneck, not the quad Core i5 CPU.

i played GTA 4 with a worse cpu and gpu than yours (sort of, used GT220 which is actually better than what you have) but still you can play it in low settings and low resolution.
