CPU frequency stuck at 66% in Performance Monitor

My setup - E8400, ASUS P5Q Pro, Vista HP 64 bit. In the performance monitor window, the CPU frequency (blue square) is stuck at 66% of max. It does not move from 66% regardless of the CPU utilization or the load.

Now, CPU-Z, Real Temp, and the ASUS Motherboard Utility, all agree that my CPU is running at 3.005 Ghz (while running Prime95). At idle, they all show that the CPU speed reduces to about 1.7 - 1.8 GHz. Through all this, the blue square is stuck at 66% of max.

Is this is problem with Vista? Anyone else have this problem?
 
Try turning off the CPU speed controls in the BIOS. I have them all off and my CPU pegs the blue square as 100%

Vista HP 32bit.
