CPU frequency flucuating like crazy

I'm using throttle watch and cpu-z and my cpu's frequency rated at (3GHZ) hardly stays at 3,000MHZ, it's hitting from 2990 to around 3010 constantly, and the graph says it spiked ridiculsly high at one point, program's problem, or cpu, or is this normal? Voltages be a problem too?
 
i'm just wondering, why do you care? it's 10MHz. if you can notice that difference, something's wrong with you...no offense of course

There's hardly a diffrence, but I was wondering if this is normal.
