cpu freezing?

i just got a new cpu which is a amd duron 1.8 but now my computer keeps restarting and freezes. the socket temp is 48C but the diode is around 66-70C. anyone know the problem?
 
make sure you correctly installed the heatsink and it is seated properly, and make sure you have sufficient airflow in your case.
