CPU fan speed

I have a Epox 8k7a motherboard with a 1.4 ghz amd processor.
I am also using a drogon orb 3 cpu fan. It is rated to spin at 7000 rpm, howver it is only spinning around 6000 rpm, and as a result the cpu temp is a little higher then expected.

oh- I am used a antec sx1040 case - that has a 400w PS

Anyone got any ideas

Read the specs on the fan itself. 7000 is rated speed +/- 10%. That's just an example. Some are higher than 10% some are lower.
