CPU Fan slows during gaming

I recently upgraded my HSF from a Venus 12 to an XP-90 with a low noise 90cm fan. Now that my fan is quieter, I notice whenever my video card (9800 Pro, nothing spectacular) starts going strong, I can hear my CPU fan speed decrease. Could my PSU not be putting out enough power? or does the problem lie elsewhere? System in sig.

As a side note, my rig used to crash when I opened a game, so i checked out the vid card, and on the 4 pin (floppy style) power connector, one of the pins was burnt so that it turned the casing on the 4 pin connector brown. I switched to a different connector on a different line and it doesn't crash anymore, but the CPU fan slowing has been happening for a while, could these two problems be related?

No, this doesn't sound like the PSU at all. Download rivatuner and force the fan speed to run at full speed.

For the fan speed to drop noticably everything else in your computer should have crapped out already.

Check your bios settings for thermal throttling or fan speed throttling. Make sure it is disabled.
