CPU fan slowing down??

When my CPU (P4 2.0A@2.667, Vcore 1.55, asus p4s533) is running at full load,
i notice that the CPU fan is running from 2343 rpm to 2260rpm and dropping.
The higher the temp, the slow the cpu fan....why??!!! i thought it should be the opposite.
i am using retail hsf from intel.

asus p4s533 mb have this Qfan control, anyone know what does the 10/15,11/15,12/15,13/15,14/15,15/15 means??
The default is 10/15.

another thing, my packdate for cpu is 6/17/2002. Is this a good batch????
