When my PC starts, I get a good 5000rpm out of the fan and it cools to 44C. As I use the PC, it slowly works its way down to 2000RPM. When it gets down to that level the computer freezes or shuts off because temps are around 60C. Is there anyway I can I keep the computer from making the fan so slow

Check your motherboard BIOS to see if you've turned on some kind of motherboard fan control (Asus Q-Fan, Cool-n-Quiet, etc.)

If not, make sure you didn't plug the CPU fan into a power supply connector marked "Fan" that is only for case fans not the CPU fan

If not, buy either a replacement fan or entirely new heatsink/fan (Zalman makes very nice ones, but expensive)

Also, if you have a program like MSI's Corecenter, it messes with the CPU fan (it did with mine, it even turned mine off sometimes) and can do nasty things, uninstall it and get a better one (like MBM5).

I downloaded ASUS PROBE 2. You can only monitor, not SET fan speeds. Also, I see no where in BIOS to turn off FAN THROTTLING. Im I lost or what? :(

Asus Q-Fan is in the BIOS not in their probe. On my P4C800-E it's under Power > Hardware monitor. Your motherboard might not have Q-Fan.

What is your motherboard?
