CPU Fan Problem

This has got me really confused... the fan on my CPU quit running, so I changed fans, and still nothing. I tried attaching a fan to the motherboard's other fan connector, but nothing. Right now I have another motherboard sitting beside my computer powering the fan on my CPU.

I just got home tonight, and the CPU fan port on my motherboard suddenly decides to work. I know this because I have a spare fan plugged into it, just there, not attached to anything. It wasn't on when I first turned on the computer, but it was about 30 seconds after I turned on the system.

Can anyone think of a reason why it could be doing this?
 
No, I checked that...
the power saving features didn't indicate anything along those lines.

Besides that, it should have been running in DOS mode, and while accessing the BIOS, shouldn't it?
 
I've tried three different power supplies, but then again, that really shouldn't matter, since it's powered through the motherboard, should it?
