CPU fan only spins after restarting computer several times

I am building a new system. With the two CPU coolers I've plugged in to the motherboard (stock Intel, zalman), they both do not spin the first few times I turn on the computer. The fans "pulse". They make an attempt to spin every second or so but don't fully spin up. I turn off the computer, wait a bit and turn it back on. After doing this about five times the fan then spins without problems.

What could be causing this?

The motherboard is a GIGABYTE GA-P35-DS3R

make and model of PSU? Are the HSF secured to th processor when you do this test? and you are only using the CPU fan plug on the motherboard, correct? how much thermal paste is used?

PC power and cooling silencer 610. The Intel stock cooler is attached, the zalman was not. Yes I am using the cpu power plug on the mobo. I didnt add any thermal paste to the stuff that was on the intel cooler.

I'd get a multimeter and check the voltages it is sending to the board. you are using the 24pin and the 4 pin 12v rail correct?

okay, either get a multimeter and start checking voltages. or you can use PC Wizard and post the voltage and temp screen here.

I'm not too sure how to test the voltage with a multimeter. Could you maybe give me some info?

I just tested another power supply and the same thing happens

there's numerous articles on how to use a MM to test the PSU. I sent them to you via IM.

Your MoBo has thermal software built in. When you first boot up the fan will spin a few times because its checking to see if it operational. You turning it off five times heats up the CPU this is why it will run continously. Leave it on and you find it will run when the right Temp is reached

I forgot about that, you can disable that on most motherboards so that it will boot up.
