CPU fan off in standby mode?

Is it possible for a CPU fan to be off in Windows standby mode? The CPU being, let's say, an Athlon XP 1800+. I cannot tell because my fans are conected to the power supply connectors, not the mainboard. This question came to me because I noticed my laptop's cooling fan is off in standby mode (of course, this is a 400Mhz processor).
