my fan will not stay at s steady speed it speeds up slows down it keep doing it over and over it is so annoying it isnt funny anyone help me with this problem?
It actually sounds like your fan is doing what it is supposed to do. When the CPU is under heavy load, it will instruct the motherboard/chipset to send some extra voltage to the heat sink fan to help keep the CPU cool. When the CPU is no longer under load, or doesn't need the extra cooling, it tells the chipset to slow the fan down. This is probably what you are hearing, and is nothing to worry about.
Another possbility is that the fan may be dying. My cheap comp that I had last year had such an issue. If the fan is getting real slow, chances are it should be replaced. However, if the fan is still spinning fast, then there should be no issue (see post above).
