cpu fan not working

ok my friend just got a new computer and it kept on hanging after about 15 mins of use, it locked up quicker if playing 3d games and didn't take as long when in windows. so i came over and the cpu fan had been shoved in so hard into the heatsink that it was deformed and the blades of the fan couldn't spin. in the BIOS, it said that the cpu fan was at 0 rpm (obviously) so i took it out and fixed it. now, however, it turns on when you turn on the computer but after about 1-2 mins the fan turns off.

is this a motherboard feature, i heard some mb's will throttle down the cpu fan speed if the cpu is running cool but i've never heard of it throttling down to 0 rpm. is there any way to keep the fan running all the time? i couldn't find it in the BIOS settings so i'm not sure it can be done.

does anyone know what the problem could be?

these are the system specs:
motherboard: Gigabyte GA-7DXE
cpu: Athlon XP 2100+ (fsb is at 100MHz so cpu is running at 1500+ right now)
ram: 256MB DDR
 
get a 3-4 pin adapter and plug it right into the PSU.
if it stops then, you know the fan is fubared.

i wouldn't trust a "fixed" CPU fan on top of my precious CPU anyways.. i would say grab a new HSF.
but if that is not an option, try plugging into a 4 pin molex..
that's a surefire way to test it.
 
You will need to get a new heat sink and fan. I heavn't heard of the mobo controlling the speed of the fan directly, so I doubt thats the case. It shouldn't cost more than $20 for the head sink and fan.

ok after checking out the computer a bit more i found out the fan is dodgy. it works for about 10 secs, then stops, and after about a minute the motor of the fan is too hot to touch. it must be shorting out or something, so i'm just gonna get my friend to return the computer and get the fan replaced, or just buy a new heatsink/fan. the system fan is sitting on the heatsink right now and its working fine, sitting at about 51 degrees Celcius (i think its 123 degrees Farenheit).
 
I would get a heatsink with which you can attach a seperate fan on top of it. And a cpu fan can be throttled down/up in relation to temps,I have that on my P4 system here and it's extremely quiet.
