CPU Fan not working

I just built a new system with

Q6600
Gigabyte P35-DS3P
EVGA GeForce 8800GT
Corsair 620HX
Corsair XMS2 DDR2 PC6400 2*1Gb
Antec 900
Zalman 9700

after connecting everything when I turn the computer on I don't get any CPU activity.
LED light on the fan still comes on...

I tested with the stock fan and it worked.
does the fan have problem???
or could there be any other problem???

If the stock intel fan then your third-party fan has a problem if it is not spinning. The only other thing to note is that if your third-party fan has a 3-pin connector and your mobo has 4-pin header then there would be 1 or 2 second delay in the fan firing up and that this would not be concern.

If it is dead then you need to return it and get a placement.
