CPU fan not turning

So today I had the side off of a rig and noticed that the fan on the CPU wasn't turning (3000+, 939). I was surprised so I touched the heatsink and it felt cool. Then the fan came on, stayed on for about a minute and turned back off. I checked the temps with Everest and it had something that was obviously wrong (5 degrees C or so). So what is causing this? Is it cool and quiet? I though C&Q just changed fan speed, not completely shut the thing off.

yea it was pretty scary the first time i noticed my cpu fan not turning, but i recently bought a rheostat for my case fans and cpu. certainly the best $20 spent in a long time.

Yeah it certainly freaked me out for a second. Only time I see that is with the CPU in my laptop. I've never had it before with my 2800+. But I guess I have nothing to worry about. Thanks.
