I usually build AMD systems, but this is the first Intel I've done in a while. Heres the problem:

When booting up all fans spin except the stock Intel Heatsink fan. I did not have it hooked to a monitor as yet, but I do get one beep. When started the CPU fan will not spin. Is there some setting in the Bios to keep it from spinning up until it reaches a certain temp? Or is the MB bad? Thanks for the help.

***Resolved**** Change Fan setting in Bios took care if it.

BIOS setting. Under PC health. Fan control is 'auto' by default. If your stock fan will make annoying noise without actually spinning (some c2d's Nidec motors do) - use 'legacy' - it starts at about 800 rpm and suitable even for overclocking.
