CPU fan not getting enough juice. p35 ds3r

I built a comp for a friend and the Stock CPU fan on an e6850 is not starting everytime the system is turned on, nor will it start when it gets hot, causing temps in the 90'sC. The board is a p35-DS3R. Thanks in advance. Otherwise, i will get a different HS, I will not be overclocking this system. My q6600 with a ninji scythe has had this problem from time to time, But it will start turning when the chip gets hot. I do not believe the board is sending enough juice to start the fan turning. I can start it by giving it a push start with my finger though. Still this is not correct.

I've had this issue before with my DS3R. More concerning, a friend who had the same motherboard also had a similar issue.

I think what always starts the fan for me is to simply turn off the Fan Control. I switch it from "Auto" to just completely off.

Gigabyte's on board fan speed control has always been sub-par but I was not aware of these low starting voltage issues with the newer boards. My IP35-E has a very robust CPU and SYSTEM fan headers (mosfet driven). The board can control 2, 3 or 4 wire fan from 50% to 100% of rated speed.
