CPU fan a lot louder then spec?

hi, currently i have the following noise producers inside my case (Antec SX1030):

1) 28 dB - Thermaltake 60mm CPU fan
2) 30 dB - Antec 80 mm case fan
3) 30 dB - Antec 80 mm case fan
The following i'm just guessing at noise levels (they are all pretty quiet, i don't hear the vid card or PSU fan):
4) 25 dB? - PSU fan (Antec PP-303XP PSU)
5) 25 dB? - ATI Radeon 9500 gpu fan
6) 25 dB? - Quantum hard drive (not at full rotation, just while doing normal stuff, i.e. listening to mp3s)

Today i replaced my CPU fan with the one listed above. My old one was the Delta fan that came with my Global Win CAK38 HSF, that was rated at 47dB.

The problem is that the noise level of the computer doesn't seem to have lowered at all!
Before i went out to buy the new CPU fan, i made sure it was the Delta fan making the most noise by turning on my computer without the Delta fan connected to the power supply (don't worry i immediately turned the system off...heatsink didn't even get warm). It was indeed the source of most of the noise...without the CPU fan, my computer sounded more quiet with me right next to it, then it would be normally with me right outside my room.

So with the new fan it sounds just as loud, i can still hear my computer as i come up the stairs towards my room. From reading one of the previous threads, i calculated the noise from my computer.

With the Delta fan, it should have been around 47.2 dB (not accounting the case absorbing some of the sound)

With the new Thermaltake fan, it should be 35.5 dB (not counting the case)

That's more than a 10 dB difference! but i sure can't hear the difference...

so what do you guys think is the problem? The Thermaltake fan has a date on it, Aug. 2001...so it's been sitting in a warehouse for some time now, is it possible that i have to lubricate the fan as i have read on some other sites/forums?
oh and if i do need to lubricate the fan, what's the safest/best stuff to use and best method?

Tt isn't exactly known for being entirely honest with their noise or cfm ratings. And there probably is some real difference, it's just hard to appreciate because the whole thing is just way too noisy, right?

You didn't mention what processor you're using, or if it's overclocked, but I'd recommend a gc69 hsf from svc, provided it will fit your board, along with a couple of their ultra quiet nmb case fans to replace the stock antec exhausts. That's providing you're not doing anything truly radical.

Bad - You got a Thermaltake Product
Worse - You got a Thermaltake HSF
Terrible - You got a 60mm Thermaltake HSF

Solution: Send that back and get a real hsf. Read the forums to decide on which.

okay then i take it i just got lied to by thermaltake on the noise levels of their fan...

then i guess i'll have to find a CPU fan that's actually quiet

i don't want to spend a lot of money on a new HSF, i'm pretty sure the GlobalWin CAK38 heatsink (it's copper) is good, just need an adequate fan for it (i didn't get a thermaltake HSF, i just got a fan...i'll probably be returning it now).

i have a relatively old computer, it's an AMD t-bird 1.2 GHz, on a MSI K7T266Pro mobo (not 'A', it's the original)...the CPU is not overclocked, the FSB is stock 133 MHz. What kind of cfm rating do i need for the CPU fan to keep this CPU cool?

Advise on case fans would be appreciated. I live in Canada so i don't really want to have to buy from US online retailers who will charge me too much for the shipping of some fans...

these are two places i'll probably buy from...bigfoot has some 60mm and 80mm panaflo fans, would those be adequate? they have lower noise ratings...but also lower air flow.
