CPU Fail to OC after restart

I ran OC @ 3.8 stable for 2 weeks.

Storm comes, I unplug my PC. Storm leaves, I turn it back on.
Error, unable to overclock to your settings - please change. Windows consistently fails to load.

Change OC to 3.7, everything works. What's going on here?
