Marketing-defines what they want he cpu to do
Architecture-defines what the cpu will do, performance validation verifies
Logic design-defines what logic functions will accomplish architecture, logic verification checks
Circuit design-defines what circuit schematics will accomplish the logic, formal verification checks, simulation
Layout design-defines what physical elements implement the schematics, layout vs schematic checks, physical verification
Fabrication-creates the physical elements on silicon, testing team checks
It's a two way conversation. Fab also tells layout designers what's allowed, layout tells circuit what the actual perf of decices is, circuit tells logic what can be done in one cycle and how much it will cost, logic tells arch to adjust their latency and throughputs to meet constrains, and arch tells marketing they can't have a pony.
