cpu dead?

I have this intel socket 476 computer... i changed out the mobo and psu because they were both dead... so i hook it all up and turn it on and the bios says its 5.0ghz when its only 2.5 lol.. so i check all setting in bios and fsb is 133.. so normal. But it wont boot past the "last known configuration" screen.

I placed a 2.7 chip in there and it boots right up 🙁

is the cpu dead then?> can psu short out mobo, mobo short out cpu? lol
