CPU "cooling" prog lowered my temps up to 10 degress (ACPI related?)

Hey there! Was wondering about something here, and checking if someone wwould be so kind to help me understand better.
I have the following:
Abit BE6-2 1.2 (with ACPI disabled in bios before install of winme)
P3700@933~994 lapped w/Globalwin fop-38, arctic silver 2.

I though i was having decent temps with my oc P3, ranging around +3-4 degrees Celcius over room temperature at idle, and around + 12-14 over room temp. at max (UT, SETI etc).
I am not certain if there is a cooling function buildt in in ACPI, and if i was missing it, but my temps were normal, so i thought i was alright.
Yesterday i was cruising around the net as usual, and decided to test one of those cpu cooling progs again since i hadnt tried them for ages. Well to my surprise, my cpu was idle at the same and less than roomtemperature, and i could get into UT at a 33 mhz higher speed than before. In UT, the cpu maxed out at 37 degrees! I was shocked. I then saw that the processor was running at 100% all the time, and the temp was at idle too. How does that work? Before the prog, no cpu activity. Now 100%. The prog is sending instructions to the cpu, i know, but does ACPI supply a similar function?
WINNT and Win2k have cooling functions enabled in the OS (correct me if im wrong), so theres no need for those progs there.

Yes acpi does send hlt commands to the cpu. Win2k uses ACPI if it's enabled in your bios. If not then no, win2k does not have it built in.

Thanks for the reply. But the ACPI hit commands to the cpu dont make the CPU stay at 100% activity when nothing is active. Does ACPI help alot in reducing CPU heat at all, or could these progs be used in addition?
