CPU Cooling Options?

I have a evo 212 that I bought years ago that lags behind what i wanna do for my x5650 @4ghz, So I was wondering what a cost efficient air cooling or water cooling solution would be that would be a great step up from the 212.

This is what i use, but there are better ones than a CoolLink Corator D5 now..

Sub $50 cooler's not gonna do it for Hexcore above 4.2Ghz tho.. Otherwise he could just add a fan to his 212 EVO..

I've got a kraken x61 on my x5660. It does 4.2 ghz easily. Idle temps are 28c I've never seen much over 50c running handbrake. I could probably go higher pretty easily I just haven't. Don't really need too.
