If I am not mistaken, I thought NT/2000/XP did this by default...no need for software.

Windows NT, Windows 2000 and Windows XP all issue the HLT command to the processor as part of the System Idle process.

There is no need for additional CPU cooling software.

On many motherboards for Athlon processors, the HLT command has been disabled due to problems with its function.

It seems that running CPUCool will override that.

XP uses the hlt function but AMD handles the halt function different than Intel processors. It has to receive some sort of signal from the chipset or something, I don't remember what it is exactly anymore but I think the exact info is in the Athlon docs if you're really interested.
