CPU being sucked away

For one reason or another the Seti@Home app sucks my CPU to the point that applications run smoothly, nothing becomes unstable or anything, but any audio playback is static prone. I'm thinking that my sound card (Soundblaster Live MP3+) isn't being utilized like it should. I've also noticed significant loss in performance of my web cam. Is there anywhere in Win2k that I can adjust some sort of performance setting to resolve this?
Motherboard is a KT7-Raid, flashed it this morning.
 
4 in 1's installed? USB webcam right? VIA southbridge right? PCI + USB .. that stuff is controlled by the south bridge if I'm not mistaken and a lot of people have had issues with creative cards and VIA southbridges .. Seti might have nothing to do with it.
