Even the "official" launch isn't before in little over an hour, the new version has been accessible through the home-page some hours already. So time to post a release-message.
The link for CPDN & the url to use then "attacking" in boinc is

CPDN needs the current BOINC core-client v4.05 or later, for anyone participating in other projects, remember seti & predictor still is using v3, upgrading to v4 will automatically delete all current wu/results without reporting them, and till they upgrade their servers you can't use seti/predictor with v4.
As for CPDN, make sure to look on system-requirements, especially OS-support under windows. For the 1st time also linux & mac-users can run CPDN.
Before joining CPDN, you must creat an account, http://climateapps2.oucs.ox.ac.uk/cpdnboinc/create_account_form.php
On 2nd page you must paste the long account-ID emailed to you.
Note, to spread-out the load, it's not certain you'll immediately get this email...
By following the pages, you will get to "preferences". For most, the default should be usable, but if multi or HT, make sure #cpu's is atleast 2 if you wants to use full system-capasity.
The last page is the download-page, download for your OS.
After getting the download, for windows, just click the file & install it. Note, if plans to install as service, make sure you disable "run as default screensaver" & "run at startup".
At the end, the gui will automatically run.
If you must use a proxy, navigate the BOINC interface to "Settings/Proxy Server ..." and follow the directions there. Make sure you do this before "attacking" to a project. Afterwards choose "settings/attack to project".
Type in http://climateprediction.net/ and paste your account-id from email.
If everything works, the client will benchmark, and afterwards connect to CPDN downloading work and start crunching.
If everything is working as it should, you'll probably (on NT4 & later) want to let BOINC run as service. To do this, exit the BOINC-gui and open up a cmd-prompt. Navigate to the boinc-directory. You could use the following string to get there more quickly:
cd "c:\program files\boinc" (if you installed BOINC in the default location)
Once there type in: boinc_cli.exe -install and hit the ENTER key.
If you're running XP, you probably also need to go into service-control and change the account BOINC to run as "localsystem".
Now start the service, or reboot.
At this point, I'll recommend to join a team, since "team-credit" can never be moved to another team, and if you're not on a team no team will get these credits. Your personal credit is of course always your credit regardless of member of a team or not.
To join Anandtech, goto http://climateapps2.oucs.ox.ac.uk/cpdnboinc/team_display.php?teamid=4 and "join this team"
Note, you'll not show up on a team before you've started getting credit.
Remember an average machine uses 3-6 weeks on a wu, but don't despair, the model will "trickle" every 10802 timestep, and credit is based on this. Most machines will trickle 1-2 times a day.
