Coworker lost iphone on airplane. Is there a way to track it if it's off?

So my coworker went to a business trip and lost their iphone 4 or (4s) on the airplane, is there a way for them to track it if they turned it off? They called the airline company and the airport lost and found and no one turned it in.

I know about: http://www.apple.com/iphone/built-in-apps/find-my-iphone.html and they said they have it enabled but the phone is off. Calls to phone go directly to voicemail.

Would the Apple store be of any use?

You can still use find my iphone, u just need to enter the contra code in before you click find.

I heard shining a laser pointer at the plane usually turns on all of the electronics inside the plane. Give it a try.
